مراسلة عاجلة بشأن ضرورة حماية كرامة وحقوق الشباب المغاربة المتواجدين بمدينة سبتة المحتلة والدعوة إلى فتح تحقيق مستقل حول ما رافق الأحداث الأخيرة من: الشبكة الوطنية لحقوق الإنسان – رئاسة المندوبية الدولية للعلاقات العامة عبد الرحيم ربدان . إلى: السيد أنطونيو غوتيريش، الأمين العام للأمم المتحدة الدار البيضاء، 31 يوليوز 2026 صاحب المعالي السيد أنطونيو غوتيريش الأمين العام للأمم المتحدة نيويورك تحية تقدير واحترام، يشرفنا، نحن الشبكة الوطنية لحقوق الإنسان بالمملكة المغربية، عبر رئاسة المندوبية الدولية للعلاقات العامة، أن نتوجه إلى معاليكم بهذه المراسلة التي تحمل طابعا إنسانيا وحقوقيا، قصد لفت انتباهكم إلى تداعيات الأحداث الأخيرة المرتبطة بتوافد عدد من الشباب المغاربة نحو مدينة سبتة المحتلة، وما رافق ذلك من وقائع وشهادات متداولة حول تعرض بعضهم لممارسات تمس بالكرامة الإنسانية وبمبادئ الحماية التي تكفلها المواثيق الدولية لحقوق الإنسان. ونؤكد باسم الشبكة الوطنية لحقوق الانسان أن هيئتتا حقوقية مدنية تؤمن بأن الكمال لله سبحانه وتعالى وحده، وأن عملها ينطلق من مبدأ خدمة الإنسان والدفاع عن قيم السلم والأمن والاستقرار، دون ادعاء امتلاك الحقيقة المطلقة أو تجاوز اختصاصات المؤسسات الرسمية للدولة المغربية. إننا لا نسعى إلى القفز على الأحداث أو التأثير على العلاقات بين الدول، ولا نتدخل في الاختيارات السياسية أو الدبلوماسية للمملكة المغربية، وإنما نقوم بدورنا الحقوقي المتمثل في التنبيه، والرصد، والدعوة إلى معالجة القضايا الإنسانية بما يضمن حفظ كرامة المواطنين وتعزيز الثقة والاستقرار النفسي والاجتماعي. إن هدفنا الأساسي هو الإسهام الإيجابي في بناء مجتمع تسوده الطمأنينة والمسؤولية، والمساهمة في تقوية السلم الاجتماعي داخل الوطن، انطلاقا من إيماننا الراسخ بأن الدفاع عن حقوق الإنسان يشكل دعامة أساسية لاستقرار الدول وتقدم الشعوب. أولا: خلفيات إنسانية واجتماعية تستدعي الانتباه إن ما شهدته المنطقة خلال الفترة الأخيرة من محاولات جماعية للهجرة نحو سبتة المحتلة لا يمكن قراءته فقط من زاوية أمنية، بل يستوجب أيضا مقاربة إنسانية واجتماعية عميقة، بالنظر إلى الظروف الصعبة التي يعيشها عدد من الشباب والأسر المغربية نتيجة تحديات اقتصادية واجتماعية وصحية، وارتفاع نسب البطالة، وما ينتج عن ذلك من إحساس بالإحباط وفقدان الأمل لدى فئات واسعة. كما أن صمت بعض الجهات التي تتحمل مسؤوليات مرتبطة بالشأن الحقوقي أو الاجتماعي يثير تساؤلات حول ضرورة تقديم توضيحات ومواقف واضحة تجاه حماية كرامة المواطنين أينما كانوا، وخاصة أمام ما تم تداوله من شهادات حول تعرض بعض الشباب المغاربة لسوء المعاملة والإهانات والعنف أثناء هذه الأحداث. وفي هذا الإتجاه، نوثق بأسف غياب موقف واضح من طرف المجلس الوطني لحقوق الإنسان للمملكة المغربية ؛ حول هذه الوقائع، باعتباره مؤسسة وطنية دستورية حكومية معنية بحماية حقوق الإنسان، مما يجعل من الضروري تعزيز حضور المؤسسات الحقوقية الوطنية في مثل هذه القضايا الحساسة التي تمس صورة حقوق الإنسان وكرامة المواطن المغربي. ثانيا: حول ما تم تداوله من انتهاكات تستوجب التحقيق توصلنا بعدد من المعطيات والشهادات والصور المتداولة حول ظروف تعامل بعض الأطراف مع الشباب المغاربة المتواجدين بمدينة سبتة المحتلة، والتي تتضمن ادعاءات حول: تعرض بعض الأشخاص للعنف الجسدي أو المعاملة المهينة. استعمال عبارات حاطة من الكرامة الإنسانية أو تحمل مواقف تمييزية. غياب الدعم والمواكبة الإنسانية الكافية لفئة من الشباب الذين وجدوا أنفسهم في أوضاع هشّة. وإذ أنها لا تصدر أحكاما مسبقة، فإنها تعتبر أن هذه الادعاءات، بالنظر إلى خطورتها، تستوجب فتح تحقيق نزيه ومستقل من أجل كشف الحقيقة وترتيب المسؤوليات، وفق ما تنص عليه القوانين الوطنية والمواثيق الدولية. ثالثا: مطالب الشبكة الوطنية لحقوق الإنسان انطلاقا من مسؤوليتكم الأممية ودور منظمة الأمم المتحدة في حماية حقوق الإنسان وتعزيز السلم العالمي، نلتمس ما يلي: العمل على تشجيع آليات دولية مستقلة لرصد أوضاع المهاجرين والوقوف على حقيقة ما وقع خلال هذه الأحداث. دعوة الجهات المعنية إلى ضمان احترام كرامة كل إنسان، بغض النظر عن وضعه الاجتماعي أو القانوني. التأكيد على ضرورة محاربة كل أشكال خطاب الكراهية والعنف والتمييز ضد المهاجرين. دعم المقاربات الإنسانية التي تعالج جذور الهجرة غير النظامية، عبر التعاون الدولي والتنمية والعدالة الاجتماعية. تشجيع جميع الأطراف على اعتماد لغة الحوار والمسؤولية بدل التوتر والتصعيد. صاحب المعالي، إننا نؤمن بأن حماية حقوق الإنسان ليست موقفا ضد الدول، وإنما هي مساهمة في بناء عالم أكثر أمنا واستقرارا، وأن كرامة الإنسان يجب أن تبقى فوق كل الاعتبارات. ونجدد التأكيد أن المملكة المغربية دولة ذات سيادة ومؤسسات، وأن مقاربة الشبكة تنطلق من الاحترام الكامل للدولة ومؤسساتها، ومن الرغبة في تقديم إضافة حقوقية مسؤولة تخدم الوطن والمواطن. وتفضلوا، صاحب المعالي، بقبول فائق الاحترام والتقدير. الإمضاء الشبكة الوطنية لحقوق الإنسان رئاسة المندوبية الدولية للعلاقات العامة تحت موافقة الأمين العام

*Urgent Correspondence Regarding the Need to Protect the Dignity and Rights of Moroccan Youth in the Occupied City of Ceuta and the Call to Open an Independent Investigation into the Recent Events*

Greetings of appreciation and respect,
We, the National Network for Human Rights in the Kingdom of Morocco, through the Presidency of the International Delegation for Public Relations, have the honor to address Your Excellency with this letter of a humanitarian and human rights nature, in order to draw your attention to the repercussions of the recent events related to the influx of a number of Moroccan youth toward the occupied city of Ceuta, and to the incidents and testimonies circulating regarding some of them being subjected to practices that violate human dignity and the principles of protection guaranteed by international human rights conventions.
*On behalf of the National Network for Human Rights*, we affirm that our organization is a civil rights body that believes that perfection belongs to God Almighty alone, and that its work stems from the principle of serving humanity and defending the values of peace, security and stability, without claiming to possess absolute truth or to overstep the mandates of the official institutions of the Moroccan State.
We do not seek to exploit events or to influence relations between states, nor do we interfere in the political or diplomatic choices of the Kingdom of Morocco. Rather, we carry out our human rights role, which consists of alerting, monitoring, and calling for the humane handling of issues in a way that ensures the preservation of citizens’ dignity and strengthens psychological and social trust and stability.
Our fundamental objective is to contribute positively to building a society based on reassurance and responsibility, and to contribute to strengthening social peace within the homeland, based on our firm belief that defending human rights constitutes a fundamental pillar for the stability of states and the progress of peoples.
*First: Humanitarian and Social Backgrounds Warranting Attention* What the region has witnessed recently in terms of collective attempts to migrate toward the occupied Ceuta cannot be read solely from a security perspective. It also requires a deep humanitarian and social approach, given the difficult conditions faced by a number of Moroccan youth and families as a result of economic, social and health challenges, the high rate of unemployment, and the resulting sense of frustration and loss of hope among broad segments.
The silence of some parties that bear responsibilities related to human rights or social affairs also raises questions about the need to provide clarifications and clear positions regarding the protection of citizens’ dignity wherever they may be, especially in light of testimonies circulated about some Moroccan youth being subjected to mistreatment, humiliation and violence during these events.
In this regard, we regretfully note the absence of a clear position from the *National Human Rights Council of the Kingdom of Morocco*, as it is a national constitutional governmental institution concerned with the protection of human rights. This makes it necessary to strengthen the presence of national human rights institutions in such sensitive issues that affect the image of human rights and the dignity of Moroccan citizens.
*Second: Regarding Alleged Violations Requiring Investigation* We have received a number of data, testimonies and circulated images regarding the conditions in which some parties dealt with Moroccan youth present in the occupied city of Ceuta, including allegations of: – Some individuals being subjected to physical violence or degrading treatment. – The use of expressions that undermine human dignity or reflect discriminatory attitudes. – The absence of sufficient humanitarian support and assistance for a group of youth who found themselves in vulnerable situations.
While we do not issue pre-judgments, we consider that these allegations, given their seriousness, require an impartial and independent investigation in order to uncover the truth and assign responsibility, in accordance with national laws and international conventions.
*Third: Demands of the National Network for Human Rights* Based on your UN mandate and the role of the United Nations in protecting human rights and promoting global peace, we respectfully request the following: 1. Work to encourage independent international mechanisms to monitor the situation of migrants and to ascertain the facts of what occurred during these events. 2. Call on the relevant parties to ensure respect for the dignity of every human being, regardless of their social or legal status. 3. Emphasize the need to combat all forms of hate speech, violence and discrimination against migrants. 4. Support humanitarian approaches that address the root causes of irregular migration, through international cooperation, development and social justice. 5. Encourage all parties to adopt the language of dialogue and responsibility instead of tension and escalation.
Your Excellency, We believe that protecting human rights is not a position against states, but rather a contribution to building a safer and more stable world, and that human dignity must remain above all considerations.
We reiterate that the Kingdom of Morocco is a sovereign state with institutions, and that the Network’s approach stems from full respect for the State and its institutions, and from the desire to make a responsible human rights contribution that serves the nation and its citizens.
